South street in Philly has hundreds of businesses along it - many restaurants. To say she couldn't find a single place for this kid to pee is BS. Sorry - but whipping it out and pissing right on the sidewalk deserves a ticket no matter how old the kid. She deserved a lecture from the cop. She should have gotten a ticket for being a lousy parent as well.

I would rather see a child pee on the sidewalk, then to watch the little brats pick their nose and eat it, and they all do that, realy!

This is America. If a kid has to piss let them. When it rains it'll be gone. Maybe he couldn't hold it. There should not be no piss rules unless they are pissing on someone. A little piss never hurt anybody. To many rules already!!!!!!!!

And until it rains it puddles there and stinks. It gets stepped in and splashed (he peed on the sidewalk). And I don't particularly want my 7 year old daughter seeing this kid whip it out and piss in public.
