With one week to go before election day there's one question I've been asked many times over the last 3 plus months at that is, "Why am I running again after 14 years away?". There are many reasons but one stands out more then any other.
The primary reason for my running for the Elgin City Council is the that after attending nearly each and every budget meeting as well as every council meeting over the last 2 years, it was obvious to me that the taxpayers of Elgin were under represented by the majority of this current council. Since I served in the past on the City Council, I realized that the most important duty of a Council person is good stewardship of the people’s money. After they raised taxes on everyone, including churches, non-for-profit's and Elgin businesses, the highest in city history, I decided it was time to do something that would change the current direction of our city.
If elected to serve again my goal is to cut non-core services that are costing all of us our financial freedom at a time in our nation’s history where our economy is in a long and drawn out recession. Included in my pledge is a promise to try cutting or repealing most of the new taxes this city council has passed in the last 2 years. This would include the garbage tax, electric tax and natural gas tax. Additionally, I will work tirelessly to stop the implementation of the Storm Water Utility fee aka the “Rain water tax”.
All of these goals are achievable if the community, elected officials, city employees and staff all work together to make Elgin a stronger city moving into the future.
Vote for a better tomorrow for our city by voting for Terry Gavin on April 9, proclaimed "The taxpayer's watchdog" by the Daily Herald 1999.

Cathy Wilkening Newby Those who are running for city council who apposed the RAIN TAX are: Andrew Cuming, Terry Gavin, Cody Holt, Rosemarie Kahn, John Prigge, Toby Shaw. Go to . I got info on it in the mail yesterday. Get out and vote April 9. There is not a vote on the Rain Tax put before the voters. You need to vote for people who are running who oppose it so those who are in not can not get it through. The fee would be added to your monthly water bill as they now do with leaf and garbage pick up.
