" to take advantage of funding from the Arizona Water Settlements Act." Yep, got to figure out how to spend this "free" federal money. Another waste of tax money.
How about cancelling this boondoggle. A good place to cut federal spending. If the 4 county area needs funding for water the locals should pay for it, not the federal gov.
