Proposal suggests nixing a ineffectivea UIL steroid testing

Couldnt an effective drug testing program be funded by increased UIL entrance and participation fees payed by member schools
and fans? Shouldnt the UIL administer testing, not member schools whose teams might benefit from performance enhancing drugs?
If the UIL encouraged member schools to welcome individual, passing,
privately educated students, living within the schools tax district, to
participate on member teams, in music/theater/academic groups and at UIL events, might our districts and the UIL gain valuable resources (time and
money) currently invested in private leagues and schools? Might the
difference be enough to fund the drug and other programs valuable to all
