The assailant "just poured it all over the old lady," the witness, Erickson Ipina, told reporters. "Then he threw the match on her and started running."

Let's see. During the Reagan Presidency the House was Democratic, then there was Clinton, the last 4 years Bush had a Democratic House, Obama had all of Congress for 4 years. Why haven't the Dems increased spending on mental health issues? To me that would be the more pertinent question rather than blaming a GOP president from 30 years ago.
