Toddler dies 6 months after CPS return to parents

A Georgetown toddler is dead, and police now want to talk to his parents. The 21-month-old boy died after allegedly being shaken and hit on the back of the head. The boy and two siblings had just been returned to their parents after Child Protective Services had removed them in February 2007.

Family Based Safety Services are concerned with domestic violence, physical neglect and medical neglect of the children by the parents, according to an affidavit. Officials at CPS are searching for answers. They said both parents: 21-year-old Elizabeth Arellano and 22-year-old Sergio Barcenas went through months of treatment to help become productive parents.

Now a child is dead, and his two siblings have been removed from their home due to significant injuries being found on Christopher's twin brother.

First and foremost I want to say that in Harris County, Houston, TX there is absolutely no protection from the law against Domestic Abuse. Believe me, I know. I was an abused wife and my ex-husband punched me out on our front lawn and fired a gun in the air. He called the cops and even though my face was bashed and swollen and bloody, the cops handcuffed me and hauled me off to jail. That is fact and my children can tell you the story today. No one in Harris County takes child abuse or domestic violence seriously. Look at the phamplets the Domestic Violence Officers hand out. They basically say we will intervene after someone is dead and then we will clean up the mess. I am sure that CPS did what they could do to protect these children and the mother probably made several contact with HPD or whoever that she and the children were being abused. Our Police are so egotistical that they more than likely handed out one of their little phamplets and said that we will intervene when someone gets killed. Unfortunately it is the life of a child. These poor children were placed back in the hands of their abusers and now a 21 month old is dead. Let's applaud or Police Department for now wanting to get involved. Proof in the pudding, read the domestic violence pamphlet. They will be their after someone dies.

Parenting classes don't make a parent.

Don't give me that overworked, underpaid, understaffed $hit either.

The state had the kids for 16 months, close to the statutory period in which permanancy placement is expected. The kids were probably not considered "adoptable" so they threw them back after they could no longer collect that $4000 a month.(See FLDS threads about foster care reimbursements from federal gov't.)

I think cps sucks ass. I got my ass wooped when ij was a kid and so did my parents and their parents and their parents before them. Its nobodys freaking business what how a parent disciplines their their child. Whose to say what is right and what is wrong. I mean to a point, I wouldn't give my kid a black eye or break a bone or anything but a parent should be able to tan a childs ass without some snooty ass government official sticking their fat nose in your business. Butt out cps and g t h

do you know they are blaming the death of the child on the father Barcenas, he wasnt even home he had been at work all day long. let me tell you something there is a similar case in new breaufels, look it up under Richard Perez Jr, I mean almost identical stories and this guys story matches to the story that the mother in this case gave, so how come they are charging Barcenas?? I am telling you this system is messed up I think the mother did it and not the father, I dont care what people say

Yah, and a kid died. That's why NO one should be able to use corporal punishment. To many hot heads, and a-holes who shouldn't be parents use it for an excuse for behavior.

just wanted to let you know that the mother was abusing the children as well she personally was not being abuse by the husband. she would starve the oldest for days and beat them up when she wanted to saying that she was trying to decipline them, whatever...

their charging the father because he already had previous cases of fv not the mother and because he was the one to drop the kid on its head. he said it himself and even after that he refuse to call 911.eventhough the kid was bleedin and its eyes were rolled to the back of his head
