And the courts and legislatures, and the executive branch too, have found myriad ways to isolate it and neutralize it, and render it a weak and ineffective piece of parchment.
But you left this out, Robert. You said that the legislature must enforce the Constitution. That sentiment is a noble idea but it doesn't work. It is feckless. Here is what you said:
"Suppose, then, that we amend the Constitution and acknowledge the existence and supremacy of God -- what becomes of the supremacy of the people, and how is this amendment to be enforced? A constitution does not enforce itself. It must be carried out by appropriate legislation."
The best checks I have witnessed against official acts to annihilate our Constitution are waged by the Courts.
Read _One Man's Freedom,_ by Edward Bennett Williams, to get just a little idea of the great strides made to enforce the Constitution by the Chief Justice Earl Warren Supreme Court. Read about "Gideon's Trumpet," and "Mapp vs. Ohio," the exclusionary rule, and "Miranda vs. Arizona." Read, read, read!
Litigation, not legislation, is the key! Legislatures would rip our Constitution to shreds if they could get by with it!
And I hope you never had to brook such a legislature of goons, neanderthals, clowns, pickpockets, bawds, religious wacks, minstrels, bumblers, scoundrels, embezzlers, privy purses, and goofballs as we now suffer in our General Assembly here in North Carolina.
They knew that to put God in the constitution was to put man out. They knew that the recognition of a Deity would be seized upon by fanatics and zealots as a pretext for destroying the liberty of thought. They knew the terrible history of the church too well to place in her keeping or in the keeping of her God the sacred rights of man. They intended that all should have the right to worship or not to worship that our laws should make no distinction on account of creed. They intended to found and frame a government for man and for man alone. They wished to preserve the individuality of all to prevent the few from governing the many and the many from persecuting and destroying the few.
