This article is BADLY written. It's difficult to understand the motive of this employee. God, can't you people write a story that I don't have to question after I read it. And I am a NYT's freelancer!

The guy's actual state "work" was never missed since he didn't have to do any. His mistake was biting the hand that fed him, the government. If he ran a plain old scam that just victimized the public from a state office who would have noticed? He could could have continued until he retired. There will be no prosecution since he is, you know, look at the picture and prosecuting him for his crimes would be "racially motivated".
