Amish do pay an annual stipend for the roads. They agreed to do so since they don't need to display a licence tag, which includes fees for road maintenance.
Besides that, areas that have heavy Amish populations usually have a heavy influx of tourism on a regular basis. Statistically, those areas are usually low in crime and low in unemployment.
Not to mention the fact that they do not need welfare food stamps unemployment workers comp etc. They take care of themselves and their neighbors. This is a lot better than many on the wild west side of Columbus who rob and shoot each other daily while collecting public asstance to raise their kids.
