Why is it those who can afford to pay get all the breaks while those who struggle get nothing?

This happens every 10 to 20 years, then Hollywood gets tired of the area as it is over exposed, then they move on to the next best state with tax money.

Because your're stuck in your problems and can't work your way out of then without the government helping. I think it is called "drama" .. ironic.
