They will probably send us all new household appliances to be billed monthly. It's bull! I called the Allegheny power office and was told that the bulbs will be charged for even if I send them back. They said that it's a forced electricity consumption plan. It's bullshi* as far as I'm concerned. I'm going to pay the electric bill every month minus the .96. They can't shut your electric off for being 11.52 short! Cumberland MD
