The Michigan Department of Natural Resources says it will consider seeking misdemeanor charges against the operators of a Muskegon County animal shelter in the wake of a bear's escape.

Mary Dettloff is wrong in stating that the SPCA was not licensed to care for the small animals (raccoons, etc). Here is a link to the dnr site of licensed rehabbers and they are listed:
