I got a speeding ticket and didn't have my insurance card with me and was written a ticket for "failure to maintain responsability". Unfortunatly I let the ticket go to warrent but eventually paid it off. Then I get this letter saying I owe this surcharge.
I had no idea this program existed and was not informed about it at all when I paid my fines. I have never driven without insurance. The only thing I was guilty of was not having my card and since it went to warrent I didn't have the opportunity to get the charge dismissed. So now I am being blackmailed against my drivers liscens for a bogus charge.
If you don't have your insurance card with you then as far as the officer is concerned your driving without insurance. If the truth was known you would not have paid the fine unless you didn't have insurance.

Pay the fines and the surcharges......next time buy insurance and carry your card with you.

You knew you needed to have insurance before driving, right ? Then why complain about having to pay surcharges and the loss of your license if you fail to pay the surcharges.

I have no sympathy for you, YOU need to take responsibility for YOUR actions.

I understand the whole getting a ticket going to court paying the ticket an possibly missing work. I but to have to a additional cost on top of a struggling economy is the constanently growing problem. I having more people needing to pay surcharges, which will more than likely have them end up in jail which causes more taxes from tax payers to fund the increase in jail for minor infractions. Then the more people that possibly lose their job will end up costing more unemployment which the tax payers will also end up having to pay more money bfor. The an yes it seems the double jeopardy law is broken by the government everyday.

"Pay Up"

I have paid up and continue to pay up. My license and been suspended yet again because I failed to pay the surcharge. I was never, not until today, told that my fees were to be paid 3 years in a row. I have yet to receive some type of notice - NO phone call, NO letter. I will pay $1500 dollars if I have to, I understand you break the rules - you pay, but why couldn't I be informed. And then to suspend my license and I'm driving around thinking I'm legal. That to me is more dangerous that "failure to display proof of insurance". I had insurance, ok, I failed to display it. Should I have been in an accident, everyone would have been covered. I don't understand my ticket being dismissed and this surcharge is still there 7 years later (because they had to catch up).

You don't get to pay surcharge fees unless you were driving drunk or did not have insurance.

Stop the crying and pay up, your the one who was stupid enough to drive drunk or without insurance.

I am definately interested in pursuing this thing further. I have talked to Anna Correa out of Austin regarding the best avenues to pursue this. Please email me @ [email protected] so that we can put some ideas together regarding this unconstitutional law.

Desi, you are an idiot who is just here to create contraversy. This law goes against the 5th amendment as well as the laws in the Texas constituion that prohibits double jeopardy. If a person has paid for their crime they should be done with their punishment. I have paid over 3000 dollars to this unforgiving program and yet they still want more. You are probably one of those idiots lobbying for the cowards in Austin. If they need revenue they need to raise taxes. They don't need to keep their feet on the throats of 1.5 million Texans!

Jeff, How many people do you know are dealing with this? I know a few. I have contacted my Texas Representative, Texas Senator, and a few of the other Texas legislators to let them know how I feel about this. I would recommend that you do the same. Please contact me @ [email protected]

I accidently happened upon this. I have a 33yo Son who has a surcharge suspension on his license. He is unable to get an ID card and the officer that pulled him over and found his DL suspended kept his license. You CAN NOT get a job without a picture ID...therefore you can not make the money to pay the surcharge and free your license.
The working people can not afford this. It is a terrible thing. People are starving because of this. They can not work without their ID's. Has anybody stopped to think how much poverty this law is causing??????????
Tami, there is strength in numbers. I need you to email me @ [email protected] I am interested in fighting this surcharge.

Now ACE Cash Express is getting a piece of the pie.. Damn all this money not going straight to Texas. What a shame.. I am paid up FINALLY.. I think all surcharges should be paid directly to the STATE OF TEXAS, and not be outsourced to some company in NEW YORK, or ACE CASH AMERICA.. Its a damn shame how this revenue generating scam is able to place!!!! It is enough all-ready that people pay fines and sr-22, as well as all the legal stuff but the SURCHARGE IS BULL SHIT!!!!!!

Do you want the rest of us that follow the law to feel sorry for you, I think not.

I totally agree this sort of business should be considered illegal..
Tamara S wrote:
I have dedicated many months of my time to prepare a report of sorts on the DRP. What I have discovered is that the entire fate of Texas is connected to the Surcharge Program. This is because the money from the Unconstitutional program is earmarked for the Tran-Texas Corridor, which is a strategic segment of what is to become a Super Corridor that spans the entire North American Continent.
The state is suspending people's license over not paying an excessive surcharge fee that is in addition to what you agree to in court. What's more is the money is going to pay for the Corridor projects, without consent or knowledge or the People or Congress! I believe that spreading the word would enable individuals to better deal with the negative effects that the TX DRP has had on their lives, as well as have a say in their own future.

You seem to be the kind of person the gov. likes, the kind of person who shuts up and does what is told of them, whether right or wrong.

My son got a ticket for not having his current insurance card in 2009. And went to the city and paid his fine and thought he was done with everything. He has had insurance since he started driving and is now 25, my insurance agent recently called staying that his license was revoked and the underwriter would not include him on our new policy. He is going to the dps monday morning with all of his insurance cards in hope of getting his license reinstated, He has paid the three surcharges which he wasn't aware of until this happened. This is unbelievable that this could be happening this day and age, just wanted to say thanks for those who worked to get this law changed.
