If you don't have your insurance card with you then as far as the officer is concerned your driving without insurance. If the truth was known you would not have paid the fine unless you didn't have insurance.I got a speeding ticket and didn't have my insurance card with me and was written a ticket for "failure to maintain responsability". Unfortunatly I let the ticket go to warrent but eventually paid it off. Then I get this letter saying I owe this surcharge.
I had no idea this program existed and was not informed about it at all when I paid my fines. I have never driven without insurance. The only thing I was guilty of was not having my card and since it went to warrent I didn't have the opportunity to get the charge dismissed. So now I am being blackmailed against my drivers liscens for a bogus charge.
Pay the fines and the surcharges......next time buy insurance and carry your card with you.
