Maybe if the gambling assistance groups had tarts in cocktail dresses serving free drinks, gamblers would be interested.

Remember: Gambling is a "problem" at a casino, but a "crime" anywhere the owner has failed to bribe a sufficient number of legislators to make his gambling den legal.
