It is flat out ridiculous that someone hasn't fixed this problem yet. I have lived in and around the frankton area most of my life, That spot did not "juts in the past 7 months" flood. It's been flooding and receding for a long time. This time it just didn't recede. People, some elderly, have had to pay good money to be pulled out of that water. Instead of wasting OUR time and money, put a little of YOURS to some Good use.
