I have no idea what this entire story entails but I'm going to throw in my 2 cents worth anyhow:
before turning someone in for having children in a filthy or unsafe environment perhaps you could offer to help clean it up or somehow make the environment better.
Calling CPS can add more grief on top of an already burdened family.
Of course, if you know the family intimately and/or have tried helping, then yes, sometimes authorities have to be involved.

Just a word of warning - when you report the issue, you may not remain annonymous - I worked for a Home Health agency long, long time ago and had to report an unsafe situation. I was assured anonymity - wrong! The first thing the caseworker did was to repeat what my findings were and used my name. I got terminated for it because the Home Health Agency thought it was bad for business. I'd do it again if the circumstances were the same becaue I have to be an advocate for the patient. But just be very careful.
