Was it the Lt. job to oversee his police force? Maybe his actions or being addicted to gambling is the reason the force has ran amuck with lawsuits and bad behavior. kept the spotlight off him and since he was absorbed in this addiction he was not monitoring what was going on properly at his duty.
That time spent gambling, could have spent putting just as much into his job maybe the FPD would not have the reputation it currently has.
