Humanitarian Christian Services, a United Way partner agency that’s been in Frankfort for two decades, received a letter Friday explaining that their funding would not be renewed for 2014.The decision, which came shortly after major changes to the HCS leadership team, was based on long-term monitoring by United Way officials of HCS records.“In the past three years,” reads the letter,“the United Way board has addressed several issues, including but not limited to the financial reporting, accurate and transparent record keeping and services being provided to Clinton County residents, with the HCS board of directors and staff.”The letter goes on to explain that the organization no longer meets the standards United Way holds for its agencies and, for that reason, will not be asked to apply for next year’s funding cycle.“We believe the services HCS provides to the residents of Clinton County are important and needed. We wish you the best in your continued service to those individuals,” the letter concluded.Gena Carson, executive director for United Way, signed the letter. She said Monday that continuing the partnership with HCS would not embody the good stewardship United Way donors expect.
Carson said the United Way board voted in December 2012 to cut HCS funding to “designations only,” meaning only donations specifically earmarked for HCS would be delivered to the organization in 2013.Then, in April 2013, the board voted not to extend funding, according to Carson.
Formerly known as Hispanic Community Services, HCS provides translation services in court and financial situations, as well as help with green cards and immigration documentation. The organization’s new executive director aims to expand the organization’s IRS services to help local Latino businesses, especially, to make sure their taxes are completed properly.
Carson said United Way agencies must be available to all county residents, regardless of race or ethnicity. She clarified, however, that an organization’s clientele need not be representative of county demographics to qualify – it is of no concern to the United Way board that the majority of HCS clientele are Hispanic or Latino, according to Carson.She said HCS can reapply for funding that will be disbursed in 2015. If United Way grants the funding, however, they would be initiating a three-year “venture grant” process of monitoring to determine whether or not to reinstate HCS as a partner agency.
That’s an unfortunate decision, according to Fermin Recarte, HCS’ new executive director. He’s been on the job two months and said the center has been keeping extremely detailed records in the midst of a rebuilding period.
“I think United Way is being fair,” he said, acknowledging that the funding source has been monitoring his predecessors for years. But he wants a chance to demonstrate that money hasn’t been mishandled and that current staff and board members take financial documentation matters seriously.
Recarte, who’s working on his doctoral dissertation, said he’s an experienced grant writer and is currently applying for a project that could earn HCS up to $15,000 through the Clinton County Community Foundation.

They refuse to learn the language of the country (English) but they sure make sure their in line for them food stamps when driving Cadillac Escalades. They dont need funding, they have enough of America's money. Send them home packing, we dont feel sorry for them.

Maybe now I will start giving to the United Way again. I stopped back when I first heard of UW giving money to the HCS. Which like the article stated, originally stood for HISPANIC COMMUNITY SERVICES. Then they changed the name to make it look like it wasn't for Hispanics only by calling it Humanitarian Christian Services so they could continue to receive funding.

What a crock that was.

A few years ago, Hispanic Community Services put out a flyer to all the local Hispanics to meet up in front of the United Way building to take a bus down to Indy so they could protest securing the border which was a hot topic at that time. Of course that was before Obama was president and they weren't thought of as Democrat voters.

That's right, keep telling yourself that. The Obama administration is starting to fall apart. Benghazi is not going away like they thought it would. Hillary says "What difference does it make". Jay Carney says Benghazi is old news. Well it is not. 4 people dead because of the Obama administration incompetence to keep Americans safe. Terror attacks on Benghazi was blamed on a video so Obama wouldn't look bad for re-election. Now we are getting to the truth. Obama covered it up, he lied plain and simple.

The Boston bombing a few weeks ago. Homeland security was warned about these two terrorist but chose not to do anything about it. The result, more Americans are dead including an eight year old boy.

BTW, nobody died during Watergate.

"Parasite" I don't think so. President Obama (AKA The Lifetime President) will make all hispanics US citizens. How? Very simple. He can use an Executive Order.
