People have asked whether someone can drive to work or go store during a snow emergency. Going to work I assume is okay. The rest, like grocery store, is up in the air.

It's supposed to mean the general public is banned from traveling on all borough roads. It's supposed to mean parking is banned from snow emergency routes. Each municipality's snow emergency plan varies slightly from the state's. Technically, if you are at work when a snow emergency is declared, you're supposed to stay there or walk home. It also means you should be walking to the grocery store. In reality, that would be impossible and ludicrous to try and enforce. So, it's more a case of using common sense and not causing any problems.

We need official clarification, not someone shooting from the hip. I have my own ideas, but then, they might not be the law.

Unlike you, I actually read the state and borough's emergency preparedness plans. I also called borough hall and asked questions. See what I get for trying to be nice and helpful? Bashed again!

Only the Governor can restrict travel. When municipalities declare a " declaration of disaster emergency" they can restrict parking and traffic patterns on snow emergency routes, but cannot forbid travel. Also vehicles are required to have at least two snow tires on a drive axle or chains to operate on a snow emergency route( Pa. Code ).Common sense is the best option. This is not from the hip since I'm also the Borough Emergency Management Coordinator.

Are you saying the all-season tires most drivers use these days are NOT acceptable?

I'm not saying that. It is written in The Pa. Bulletin as a rule for traveling on state highways designated as snow emergency routes.
