Fox Lake, Antioch watching flood levels

It's just a waiting game for now. Fox Lake and Antioch officials are slowly watching water levels rise along the Fox River and Chain O' Lakes, and fielding phone calls from residents in need of sandbags. via Daily Herald

Why is it that the Chain o lakes is riseing, and why is the McHenry Dam holding back water and flooding the chain when algonquin has no flooding.
I think someone is getting prefered treatment!!!

I don't understand why no one seems to be alarmed about the fact that the mchenry dam is holding back the flood waters, and flooding the chain, when there isn't any flooding down stream,all the way to peoria illinois. The water level in the chain hasnt dropped more than an inche or two in two weeks, and now, weve got more heavy rains comeing!!! Who's responsible, and why are they holding back the water!!! I know that when they want to, they can drop the water level by a foot in one day.
