1. The information should be in high school economics even junior high school.
2. Theres a problem here if the person worked as early as high school, and gets below the standard of living.
3. If the person recieved the information too late about lay-offs or benefits. even the information too complex with 'trade industry talk' or rumors. Then clearly it needs to be in a formal reference book.
4. I do not believe in 'seniority' the person just keeps making mistakes, then again the person might be 'unethical' from the start but follows a few rules, and makes 'students falling thru the cracks' happen.
