I am a pickup soccer player from Sunnyvale. I am against forcing pickup players to pay or to obtain insurance. Pickup soccer is a very beneficial form of recreation for many of us in the bay area. Taxes pay for parks and they should be open to everyone, not just ten people at a time.
On the subject of insurance: Insurance is not obtainable. Period. The insurance that is available doesn't cover anything of importance anyway. I have tried and given up.
A rule like the one you are trying to enforce has to be applied fairly. If 5 Moms and five kids assemble, they must have insurance and they must pay. If there are ten people using the playground facilities they should pay and have insurance as well. After all, parks are only there to look beautiful and remain untouched. Perhaps you should put chain link fences around your parks and provide special viewing points. Maybe you could charge for viewing!
Secondly, it is impossible to collect money from pickup players. Believe me, I have enough trouble getting money from an organized group! Contrary to your assertion, pickup groups rarely have the same players every day. That is the glory of a pickup game over organized play. You don't have to show up for every game.
I would hate to see your attitude spread to other municipalities.
There are probably several thousand pickup soccer players in the Bay Area. They could probably be convinced to move their games temporarily to Foster City in support of your players.
