There's a reason why I believe:
1. The need for job advertisements to be limited per county, and per geography. In fact transfer the employee over to the other company site.
2. There should be a law for traffic congested areas, employee transfers to nearest to 'home'.
3. Clear use of 'Help Wanted Signs' for minimum wage hourly to $5 above it. The person's pay is so low the person cannot afford a new car, gas and insurance. Bump a ride from someone...
