Many opponents of mandatory spay/neuter laws cite its failure in certain cities. As anybody wondered why it fails in some cities?

More than mandatory is needed or successful animal population.
Education and promotion about the benefits of spay/neuter can help encourage, of course. Affordability is the most important factor to encourage spay/neuter. In places where mandatory spay/neuter has not succeeded as desired it was because the "tail wagged the dog" and the "cart went before the horse". When a mandatory spay/neuter law is enforced while a significant number of pet owners cannot afford to pay for the spay/neuter procedure, then the law will fail its purpose of humane animal population birth control. First,establish affordable spay/neuter where there is no excuse left to neglect the procedure for the appropriate dogs and cats. Second, require by law that with certain exception spay/neuter must be performed. Third, by law there should be incentives to comply with the law or disincentives to violate the law. Get our "ducks in order", then proceed towards progress for dog and cat health and welfare. Let's do what is best for each pet and its entire species......effective birth control requirements. |

Fort Smith City Staff concludes the "best" course of action.

She ain't fishin'. All the bottom feeders are in the same swamp from which they're gonna' get dredged-up. Someone else was asking the questions and someone else will give the answers. There is more than one person who has been publicly abused by the city leaders using the local "rag" media to denigrate this and other issues. I allowed you to distract me...sorry about that. To get back on point. The original issue might be about whether mandatory spay/neuter could be successful as long as it is affordable also. Affordably mandatory, unlike 'un'affordably dictated, with reasonable exceptions as to professional breeders or hobbyists. That would seem an intelligent compromise where both sides win according to their reasoning. Make it affordable and make sure everybody takes advantage of the affordablility for the benefit of the animals. In fact that wouldn't be a compromise where anything is given-up; both sides would gain. Now there is something for all sides to pursue together. Let's unite our causes rather than divide our community. |
