PSL's inability to research records

Why would a city of Port St. Lucie's size not have the ability to search records in this day and age. This is the information age, why are they so far behind? Their water and sewer department doesn't even have the ability to send electronic bills. How much does that cost a month in postage? In a global effort to go green/paperless the city is in the back of the pack. No gold medal for them!
