Take by force more money from citizens for more housing,food,medical care,transportation,education, police babysitting,counseling etc.That should solve the problem after all its worked up till now

I got an idea. lets try this one on for size. Lets build a building with bars on the windows and we will cal it a jail. Lock up the gang bangers and the rest of the criminals, and don't let them out of jail. That way sooner or later so many will be behind bars the public will be safe. Lets stop letting them out of jail and back out on the streets
