My neighbor had chickens in the city limits for a long time & no one said anything to him or complained that I know of.

We kept them for several years in the city. Up until we moved to the country. The city always complained but we were never fined because they were pinned up and we kept it clean.It was only 6 hens though. That was 10 years ago. Probably different now though and probably depends on your neighbors complaining or not too.
