Why did Culver give the money to charity's instead of giving it back. That sounds kind of low life to me.

Because they had planned to keep it and decided that it was illegal money and before the cops showed up they covered it up by giving it to charity. Would have been better to return the money. It looks all to suspicious, especially since it is in Chet's corner.
