We are all experiencing the results of decades of unbridled public employee union power. Every City, County, and especially the state of california, is broke for the foreseeable future due to years of giveaways to public employee unions. And now, the same unions are complaining when so much of our tax resources are dedicated to paying retired public employee union members, that there is no money left to pay those who are still working.
The layoffs/salary cuts will only get worse as the baby boomers with their $100k public pensions are just beginning to "take the money and run".
Look at your own retired union brotheren if you want to point the finger, that is where the money is going.
Over 15000 retired public workers receive pensions
in excess of $100,000 per year in California right now, and that number will double, and double again very soon.

Don't cut government services…
Don't raise taxes…

The public employees pulling in the high pensions are not the lowly union workers; they are the department heads and management. Most line workers get $1000 - 2000/month, depending on years of service. In Mendocino County it is not the SEIU members who get the big bucks, but they are forced to take the same pay cuts despite their poorer wages and benefit package.

Double digit unemployment rate in Mendo County.
There are thousands of jobless folks who do not have any job or ANY benefits at all.
Vacate your good County job, and watch the line form to fill it.
