A federal judge had said the old Arkansas law, which prohibited transfers that contributed to resegregation, didn't meet race-blind dictates of the U.S. Supreme Court. In in the interim, the thousands of children already using the choice program were allowed to stay at the transfer districts.

one of the problems is that secretaries are making more money than teachers. AD making in the 70,ooo range and does not teach one class. Come on the salary of the FC school neesa to get real. this is a joke

I do believe you can read but there was a process to follow regarding choice whether race was a factor or not. If families did not legally transfer there may be an issue for the receiving District if the child remains. Also, if a family lied about residency there may be issues. For clarification, how did you utilize the "choice program" you mention that now allows your child or children to remain in another District?

Herein lies the problem. At the time your child transferred to a majority white district from a majority black district the law was clear. You could not legally do that. Albeit that law was later thrown out but at the time your family and the district violated the existing state law. My child will remain in that district, until graduation.

SB 65 by Sen. Johnny Key, R-Mountain Home, was signed into law as Act 1227 of 2013. In addition to removing the racial component from a school choice law that a federal judge declared unconstitutional last year, the new law also caps the number of transfers allowed from one district in a year to no more than 3 percent of the district’s student population.

It bars transfers that would conflict with an existing desegregation order. The law went into effect immediately. Transfers approved before Tuesday are exempt.

You make my point perfectly. Your assessment of the current law is correct. That being the case I am not certain why you cannot understand the existing law at the time of the original transfer.

For the moment let's forget about the new law, forget it was ever written and only think about transfers permitted under the older law. Now explain how the transfer was legal. Let me answer for you. Under the old law the transfer was not legal. Now if you read the new law it does indeed mention "legal" transfers and could only reference the previous law. Unfortunately you don't qualify, simple enough. Just because the transfer was "approved" does not necessarily mean it was legal.

You cannot win this argument. By the way, the federal court has not ruled on the original lawsuit which could affect the current law.

The best thing is...my child has received a very good education.
Happy kids make better grades.
These "laws" were meant for the 1960's
It's not 1966 anymore.
It's racist to make children stay where they are not safe, happy.
It not right for people of one color to be mistreated just because another people of a different color were mistreated in the past.
Children of every color are being mistreated by Having to be in schools, where teachers, school officials, and even police have no control over the drugs, rapes, and gangs.
My child education and educational experience is just as important as anyone else!
I praise God for the opportunity to have my child some where else.

You may very well praise god for having the opportunity to attend schools somewhere other than FC but in the end when you transferred your children out of the District you or the receiving District was in violation of the law at the time. Perhaps god will forgive you. While asking to be forgiven for that act perhaps you can ask god to heal your angry soul. You appear to be a very unhappy person as evidenced by many of your responses. Take a deep breath and try to enjoy your day.

Crass, mean, rude, assuming. There are no words to describe you. You only know what I allow you to know about me. Which had been very little. It's fine grasp at straws to mistreat people because they choose to do what's best for their children. Yea, that's right twist it, make yourself feel better. After all it's how you look in this gossip site that matters, isn't it? That's right, it's okay to push people around, I am quite sure you come from along line of people like that, since you defend this mediocrity they call a education in Forrest City.
Let me assume some things about you, too. That will make this "mess" that we are discussing all the much better bow won't it. That will make the bullies, the drugs, the gangs in this school system go away. All those "kids of different color" who's parents took them to other districts, them staying at FCSD, they could have made it a better place to be but because of how bad it's gotten these wonderful people are somewhere else, and you my friend realize that the people of action to change a bad situation, they did just that. They changed their situation, and at the end of the day, the people of action ARE the ones that matter.

I am not certain I understand anything you said in your rant. You have you learn how to argue without letting your emotions get in the way.

After all, you are the one that said "It's a goo thing I can read.... Can you??", and "End of story... next dumb question". You use the words "Crass, mean, rude, assuming", doesn't that describe you as we'll. I ask you to forgive me. I should have never lowered myself to your level. I truly apologize for that. I hate forrest city school, I kown what some the kids go threw with the teachers and the people in the office. I went to that school and hate it when I went to it, need close it down, and I am talking about the high school

I am very glad you don't understand me. It was not a rant. It was facts.
You keep assuming to know that my child is in another district illegally, or yet I put that child there illegally at one time.
Spell check, or lack of finishing to type a word gave you yet another reason to twist your little knife.
I don't care if you understand me, their are plenty of people in this town and neighboring ones that do.

You seem to forget as I pointed out that you began this by questioning someone's ability to read and that someone asked a dumb question.

You also never explained how you legally transferred at the time when the old law was in place. Again, signing a document from the receiving district does not necessarily mean the transfer was legal. Please give a plausible explanation. You also avoided the question as to which district.

By the way, I have smiled with each of your responses and my post as well. You see, in the big scheme of things I find you to be much like the boys in high school did, nothing more than cheap entertainment. God bless you and praise be to Allah.
