These aren't "taggers". Quit rewarding them with a cute label. They are vandals, no different from common criminals. Society seems keen on calling this :"art". Let's call it what it is: disgusting filth.

You live in a fantasy world if you think Juvenile Hall would accept them for a property crime. They barely accept them as it is for violent felonies. Just not enough room for them all.

Not every parent is to blame for a child who tags. I raised my son right, taught him values, and held him accountable for his choices. He chooses to tag. I search his room and remove anything I find that he can tag with. I call the grafitti hotline whenever I see his tagging and it is removed within a day. I have called the police and pressed charges against him.(I then had to pay laywer fees to defend him and paid for his stay in Juvenile hall) I can not lock him in his room, he goes out the window. Making me pay $ for his damage won't motivate me to do any more than I already have. I say charge him! When he was little and damaged someone's property, I would make him pay restitution to the person and write an apology letter, that did have an impact on him. I repeat, make the tagger pay! I would also tell someone who is considering adopting a child out of foster care, don't do it. As I write this my son is in Juvey because I turned him in for vandalism. I am looking at $500.00 laywer fees and $600. per month for his stay at the hall.

Why make the taxpayers and property owners pay for the clean up of all this vandalism? These kids ought to be forced to paint over their and others' graffiti. An armed officer is all that should be required to motivate these idiots. They can also be fined for the officer's time so as not to burden taxpayer dollars any further. If they refuse to work, then they can be confined in an uncomfortable environment with only basic tasteless nourishment. The convicted can be fined at this point, or, if they are minors, then the parents can pay. Although I would like to see their faces rubbed in their scrawls, this is never going to happen. The problem is that the laws will never be tough enough here to discourage this behavior.
