Charter change will fix what ails city

Pastor Raymond W. Turner, when are you going to start checking the false information Pat Morris spoon feeds you? San Bernardino does not have more elected officials than Los Angeles. L.A. has more elected officials on its city council than San Bernardino has all totaled.

San Francisco, which is a city/county combined, also has far more elected officials than San Bernardino.

By the way, both L.A. and S.F. both have elected city attorneys. I wouldn't want to live in either one but either one is a lot more successful than S.B. under Pat Morris. Pat has been able to get everything he has wanted through the city council for the last five years he has mismanaged this city. Penman hasn't been able to stop any of his misdeeds, unfortunatley.

Quit trying to cover up the Pat Morris failures by using city attorney Jim Penman as a scapegoat. If it wasn't for Penman this city would have gone bankrupt from lawsuits years ago.

You don't mention that Penman wins his lawsuits while the appointed city attorney, "professional managers" in other cities keep losing theirs.

Penman wins all the cases big and small. The few times the city has screwed up so bad even he can't prevail in trial, he manages to minmize the city's losses and pay out small amounts, like the less than $100,000 the city paid to all the hookers who were kidnapped and raped by a rogue police officer. When that case broke the newspapers quoted lawyers saying the multiple incidents would cost the city millions.

Instead of making up lies about Penman, why don't you guys start pushing Pat to reopen the downtown hotel, reopen the movie theater, really get an airline back into the old Norton airport, bring back Ruby Tuesdays, bring back Marie Callender's, bring back Isabella's, bring back the furniture stores, Everyone of those closed under the Morris lack of leadership years, except the airport. And how many times in the last five years has Pat announced it will reopen for passenger service? At least four that I remember, my wife says six.

We need businesses to reopen, we need jobs for our kiids, we need programs for children that the mayor doesn't hire child molesters to manage. We don't need to give up our right to vote for City Attorney so we can pay the mayor and city manager the same kind of ridiculously high salaries the APPOINTED city attorney in Bell allowed to be paid. Penman stopped that from happening here once and he would never let that happen while he was the elected city attorney By the way, Penman's salary is the lowest of any city attorney in a city of our size in California. Even the smaller city of Redlands pays its city attorney far more than ours gets.

I understand that Pastor Turner's church gets a lot of funding for low income housing due to Morris being in charge of the city's redevelopment program. I understand he wants to show his gratitude, especially since his church membership has declined so much. But I would think a pastor would still check his facts before spreading someone elese's lies. Sooner or later it is going to catch up on him. Watch out Pastor. Pat will leave you turning slowly in the breeze when it is in his interest to do so, just like he did to Glenn Baude when Operation Phoenix blew up beneath Pat's dancing slippers.

If Pat Morris has been in office almost 5 years and SB still looks as it does, whose fault is that? Penman has only wanted to clean things up and Pat Morris has stopped him at every turn. What exactly has Penman stopped Morris from doing, Jimmy, please tell us. I am really interested to know because if Penman has prevented Pat from doing good things, I think the public should know what they are. What are they and be specific. What has he stopped Pat from accomplishing?

Pastor Turner is correct, our neighboring cities are looking better and we are stuck. Want to know why they are doing better than San Bernardino, because the people, the citizdens control the city and not "professionals" All the mayors around our city are PART TIME MAYORS!!!! Why do we have to have one full time? The studies that showed we need to appoint the city attorney clerk and treasure also said we should have a part time mayor!!! Come on, this is not about effeciency, its about power. Wed are not stupid! Mhy fellow citizens, keep your right to vote and vote no on C!!!!

It is difficult to swallow the elephant. The city tried major charter change a few years ago. That failed attempt has shown that smaller bite-size changes might be better. I would support a part time mayor and at-large elections for the council after we get rid of all the other antiquated elected positions. This time we get rid of the elected city clerk, treasurer and attorney, next time we take on the mayor and council.

Yes on C doesn't know his facts.

In 2004 the voters voted in a brand new charter with a city manager included for the first time. Where does Yes on C come off saying the city tried major charter change a few years ago and it failed?

Jim Morris wrote a different charter in 2000 but tried to make the city attorney appointed, instead of elected,but the city (as Yes on C says) had no part in that farce. The voters tubed in by over 60%.

Then in 2004, Mayor Judith Valles and City Attorney Jim Penman worked together, came up with a new charter that included, for the first time, a professional city manager and guess what? It sailed right through with the voters giving it a big 60%+ yes vote.

The Valles Penman team is back together, urging citizens to vote no on Mayor Pat's big power grab, Measure C for corruption. Guess what? It is going down in flames like the Jimmy Morris charter change did.

No, the city didn't try a major charter change a few years ago. But the public loved it when Valles and Penman teamed up to keep the good things and throw out the bad in their charter reform effort.

This Morris Measure C idea, give me more power quick, is a farce. Good bye Pat, good bye Jimmy. Valles and Penman are back in town.

Or the flyers that tax payers paid that penman distributed to churches talking about.child molesters. The man embodies bell like corruption. Penman has a political machine run by former and current paid private investigaters, city workers business contacts aligned with the chamber of commerce run by his wife.

Are you for real or just ignorant?! When is keeping our right to elect our city officials going backwards...when is having checks and balances in place to prevent political corruption from occurring going backwards...when is having transparency and accountability at city hall going backwards. I think you and poor pastor Turner do not know what you are talking about. This is really beneath Pastor Turner. How could he allow himself to be used! Is he blind to the truth because his church receives money from the city through Morris! When have the churches or any pastor condone people losing their right to vote!
Measure C is not about saving money for the city. If Morris actually believed in saving money then why does he continue to spend money we don't have on Operation phoenix, on high paid city manager staff and new offices? He continues to spend while placing the burden of paying the bill on city employees and residents.
Pastor Turner is wrong. Measure C isn't about ending blight. It is about how we elect our city attorney, city treasurer and city clerk. Turner blames everyone else, but fails to ask why our mayor, in the last 5 years has failed us.

The problem is that everybody in leadership in this city gets sucked into the Penman vs. "the flavor of the day" fight. Nobody seems to get along with Penman. That is why he is called an obstructionist.

Penman didn't lose that lawsuit. He won it and the result was they closed the Flesh Club for 8 months, took away their prostitution business for good and now the Flesh Club owes the city money. I remember because I predicted he would lose that case. Well, he showed me up again, damn him anyway. I learned the hard way not to fight with Penman. Liberal and my friend Pat Morris should learn from my errors.

By the way, I saw Penman and Mayor Valles eating lunch together at the Mexico this weekend. Liberal, learn from my mistakes.

PS I used to spell it Holcomb but after surviving Penman's movida I changed it to Holecomb in honor of the hole I've been in ever since.

Oh my gosh, you mean Penman fought off a strip club in the only part of San Bernardino that is viable and produces tax base, shame on him!. Yes on SEE, lets put an end too accountability in city hall.

Mr. Turner and other interested parties,

It is obvious that the City does not work as it should. I can agree that political infighting may be part of the problem. I totally disagree, however, with your assertion that appointing a City Attorney, Treasurer and Clerk will even come close to fixing the problem.

You are advocating abdication of the citizen's right to have a voice. To choose from any that believe in the city and its progress, in favor of nepotism, higher expenses and as a result, even more corruption.

for San Bernardino to improve, it is incumbent upon us as citizens to speak louder about what it is that we want and need. The voter should always be in charge of choosing his and her path to destiny.

Measure "C" is a fraud and should be refused on November. This measure was designed with only one goal in mind...eliminate Penman. When the voters are ready to do that, it will happen but it should not be up to the whim of a lame duck mayor or his cronies.

You think San Bernardino is a pit now, wait until Morris, Shorett, Brinker, Van Johnson, Marquez and Kelly direct the legal goings on in this town.

They all need to be flushed and Measure "C" should be voted down soundly!

Just wondering what Kelley did to warrant a mention with "the Mayor and his cronies"?
McCammack and Desjardins aren't mentioned so you seem to believe that they aren't part of the problem yet Kelley normally votes with them.
