Mr Franco did have direct contact with persons in the program, and did do home visits where children were present!!!!!!!

You are absolutely right. I think the DOC spokesperson was speaking without knowledge of what is going on in the Farmington office, he was most likely stating was is the norm for supervisors in that department, they normally don't carry caseloads and have direct client contact.

This is not surprising. Sex offenders come from all walks of life. This man has treated people unneccessarily mean in his past. He has needed help for a long time and will now get the help he needs.
I bet there will be more charges forthcoming.

A Henderson Police sergeant has resigned after a year-long investigation of methamphetamine sales that led to his pleading guilty to a misdemeanor.

Former patrol Sgt. Larry Franco, a 13-year veteran, was accused of assisting known drug dealers and providing them with undercover information that may have put some of his fellow officers' lives in jeopardy, according to a Henderson Justice Court affidavit.

In the end, he plea bargained to a violation by a public officer and paid a $500 fine. On June 27, Franco resigned.

"I do not necessarily believe that Larry Franco was motivated by money or narcotics," Chief Deputy District Attorney Dan Bowman told the court. "I believe that it was probably friendship and possibly sex that motivated him."

Franco's fellow officers began investigating him in October 1996 after he was heard on telephone calls monitored during an investigation of a Henderson woman concerning methamphetamine sales.

In such cases involving officers, Henderson Police Chief Tommy Burns said, "We try to get to the truth, uncover it and resolve the issue."

Franco's illegal activities were discovered by undercover officers purchasing methamphetamine from Cindy Jaramillo, whose street name was "Spinderella" and whom police believed was involved in "a large-scale selling operation," according to a police affidavit. Jaramillo later pleaded guilty to narcotics charges.

The woman's telephone was monitored and detectives learned that several calls a day were going to and from Franco's house to the woman's telephone number.

"Larry Franco thereafter became a suspect in drug activity involving methamphetamine," the affidavit says.

Confidential informants told undercover cops that Franco provided automobile license plate information to Jaramillo.

In a sting operation, an undercover cop called Jaramillo asking her to run a license plate. The woman then called Franco for the information, the affidavit says, and Franco called Henderson dispatch requesting information.

"Franco quite possibly jeopardized investigations and the personal safety of undercover officers by revealing to people involved in methamphetamine trafficking," according to the affidavit.

Originally, Franco faced a gross misdemeanor and felony charges as an accessory to methamphetamine sales.

Bowman told the Henderson Justice Court that his "intent on going forward in this matter ... was to ensure that (Franco) not re-apply (as an officer) at least here in Clark County." After Franco's resignation, Bowman agreed to a guilty plea to the lesser charge.

Burns said "there's no guarantee" that Franco won't be rehired as a cop somewhere.

"That's up to the agency that hires the person and what kind of background check they do," he said. "Law enforcement officials are hesitant to give information on people because of the fear of being sued."

Brings back memories of the days when FPD hired a young man that supposedly had a law degree. what a background check they must of performed (or not). The law degree was from his time in a California prison.

Mr. Franco is the biggest jerk ever. He has no respect for anyone and never should have been a P.O. He doesn't believe anyone should get treatment or go to rehab. He's the one who is the biggest loser and it couldn't have happened to a better person!!! Ha Ha Ha
