Just a Suggestion: Selecting a New Police Staff should be done after the upcomming election. Hiring a right Staff might take months. Could you hire as Temperary / Part Time off duty law enforcement from Atmore and Brewton? Or those Cities might assist Flomaton with you staff shortage for 120 days or more. The Cities have to work togather.

I am sure you can hire two or three administrative staff to support those officers.

This problem is an emergency for the taxpayers in Flomaton, the taxpayers are paying taxes for the City Manager to provide protection to the City of Flomaton. There is no one to blame, the members of Flomation need to pull togather to get pass this.
