I hope road was constructed for durability. I notice on some roads they use blacktop. Is this cheaper than concrete? What options do taxpayers have in making sure that roads and highways r of best quality?

Road construction is an engineering science. Roads can be built to last 50 years like the first expressway, the Davison Freeway in Detroit. Roads in this country are built to a lesser standard than many countries. It's normal for a long term road project to be made of concrete initially. Then, as it deteriorates, asphalt is applied to the surface in various amounts. A 2" "lift" is very common. I have seen such repairs only last a couple of years. It's a cheap fix and you end up getting less than you pay for.
After some big projects experienced early failures, MDOT started using performance warranties for road construction. I'm not sure how these apply to repair work though, but at least the subject has come to the attention of those spending the money after taxpayers complained.

Using blacktop over concrete is one way of evenness. but like u said it is a bandaid. In early part of 1997 along south I 275 entrance ramp to Ann arbor road a huge chunk of road caved in. Big enough for car to fit in.hopefully these sinkholes can be avoided. Scary!!!
