Herbert Announces Intent To Seek Second Term As Mayor
Only a week into the new year and a new election cycle, current Mayor Gary Herbert decided to start things off by announcing his intent to seek re-election. Herbert made the announcement public Sunday stating he had spent the last three years working hard for the city of Greensburg and did not want to see that come to end.

He really needs to start thinking what is best for the city and be proactive in making the important decisions. It seems that many important decisions that have needed to be made have been put off. It only looks bad on him for waiting. He is only doing it for his own benefit and not for the good of the city.

Pick : lincoln street (which finally started) When was it approved? When he was on city council?
Airport expansion- Although there are other factors with money, etc... he should be the leader and get it down.
police chief - Alot of different opinions but it should be done. If he is looking outside and interviewing that takes a while, but is that happening? Probably not.
Gas creek - several issues.
I predict alot of stuff will get done since it is close to election and he will be making a scene and point out that he is addressing stuff now or in the near future. Sad that it all comes at the end.

Last time the Lincoln street issues was address it was on schudle, if Bellyjean Wenning had anything to do with it there would be nothing done, Billyjean was against.

looks like the bar trash is still supporting her-bert. I'm betting Billyjean can make a decision...not drag crap out forever... guess the election will tell. I'm betting the smokers/drinkers that elected her-bert last time will be no-shows at the polls.. the have their smoking ban repealed and drinking on the square is full bore!

Billy Jean has stated (ad nauseum):

Yet on Billy Jeans campaign website he states if elected mayor he will:
Work towards the airport expansion at an alternate site
So which is it? If an expansion is not warranted or needed at this time as he has stated, why is he committing himself if elected mayor to work towards that unwarranted and unneeded airport expansion at an alternate site?
Billy Jean has also stated many times he is against eminent domain, in the video below he states:
were talking about eminent domain here; were talking about taking peoples land.
On Billy Jeans website he also mentions if elected mayor he will:
Pursue in all ways possible a major lake for our area. A major lake in our area would not only bring another source of water for our region but a building of our tax base for future development as a progressive community.
Ok, so Bill is supporting building an unnecessary and unneeded expanded airport at an alternate site, and Bill is supporting building a major lake in our area. Interesting. Well Bill needs to show ignorant people like me how he is going to accomplish these projects without using eminent domain.
Here are a couple of examples of locations for these projects that has been mentioned:
One alternate site for the airport mentioned was in the New Point area. So I guess Bill has collected signatures of all the New Point residents indicating they are willing to sell their land for an expanded airport since he is against eminent domain? Show me the names.
One site mentioned for a major lake was Downeyville. Jean Johannigman mentioned resurrecting the Downeyville Reservoir project, so this might be part of Billy Jeans thought process. Again, so I guess Bill has collected signature of all the Downeyville residents indicating they are willing to sell their land for a major lake? Show me the names.
Riddle me this: how many people believe that an expanded airport can be built at a new location or a major lake can be built in our area without using eminent domain?
I simply dont believe it. I simply dont believe that projects like this can be completed without the use of eminent domain.
What I believe is, if elected Billy Jean will support these projects, and since they are not in our backyard, the use of eminent domain wont be an issue or because he supports these projects, the use of eminent domain will be for the common good and therefore acceptable.
Next, it is questionable what the mayor of a third class city can actually do to pursue a major lake in our area. This type of endeavor would take cooperation at the Federal, State and local level, and would require the involvement of many state agencies (INDOT, DNR, etc, etc, etc). Another big question, where would the money come from?
During a recent public meeting, the dredging of Gas Creek was discussed, and the engineers and department heads all mentioned that dredging of the creek is difficult because so many Departments are involved (DNR, environmental studies, etc). Maybe Wenning should focus his attention on finding a way to get the dredging of little ole gas creek done before thinking about building a lake.

Read Indiana Code. Learn what the mayor of a third class city can and cannot do.
Lincoln Street was not approved when he was on the city council, and he DID present a letter of recommendation to the city council on June 10, 2008 to proceed with option 1 of the project. The council (with Hunter and Wenning voting against) and the TIF board voted to proceed with the project during his administration. And how long was it going on before he was mayor, since 1999???
The mayor of a third class city has no direct power over the BOAC. The mayor can make written recommendations like he did for Lincoln Street, but the only other authority he has over the BOAC is to remove and appoint board members. The mayor is an executive, he is not part of the legislative branch of local government. Some people wish he did have the power to just "get it done".
From what I have been told, the mayor is looking at candidates for police chief from inside and outside the department. This may be why it is taking a long time. I have worked for companies in the private sector that have taken over one year to replace administrative and management personnel. If it were me, I would just give Stacy the job and be done with it and take the heat and criticism for appointing a qualified woman whose spouse is the fire chief.
Review the accomplishments page on Herbert's website and then tell me that all the mayor has done will come at the end.
Gas creek, how long has it been a problem, who pushed to get an engineering study done after the flood, and who has been working to get grant money to get it fixed?
I don't agree with everything that has / has not been done during his administration, but he has worked hard and has made significant progress.
