Things will quiet down until the small-time runners can be replaced with more young people looking to turn a quick buck supplying a service like liquor stores, tobacco vendors, and pharmacies. There is a demand for their services, because the drugs they sell are addictive and some people want them.
And how does a crack addict get help when de-tox and rehab centers won't take them? And how does a heroin addict get help when they have to manuever through the bureacracy of place like CAB Health and Recovery Services?
