A complete review of the Fitchburg Police organization should be conducted.

A review of management skills by the middle managers and any who fail average levels of accountability should be immediately demoted.

This organization has mismanaged City funds for years time for a makeover.

The new Chief was the first step now take on the next layer.

Every thing this "didn't get picked guy" says is negitive or ment to embrass the chief or the other working cops!
He should retire, it's his fault the place is crumbling, it's called the peter principal of mismanagement.
The new chief should demote a few of these high priced good for nothing loafers.
Tree chipper seems you had a premonition one year earlier. Fact of the matter is it has been long over due. It is time to bring civility into the FPD.

They must not allow "business as usual",Every year a Captain or a chief Resigns/RETIRES in Fitchburg after getting caught skimming. Enough is Enough. There are no lessons learnt; it will continue and Fitchburg residents will get more tired of it as they continue to move away from this uncorrected corruption!

Kearns allowed criminal behavior amoung the brass. He knowingly allowed this embezlement.
He should be charged. There needs to be an example made that states "Nobody is above the law."

The Fitchburg cops would've complained about anyone who was hired as Chief; if the person wasn't hired from within their own ranks. A large percentage of them have a **** attitude; and a dim view on being public servants.(YES, I said PUBLIC SERVANTS). If they answered "never there; incompetent and untruthful" maybe they misunderstood the question. They might have thought that you were asking them to honestly discribe their own work ethic; not the Chief's.
Most of Fitchburg's Cops are just trying to lay low; stay out of harm's way; and dream about the business they will be running (or are already running) with their early retirement pay.I don't mean to bash all of them; just 95% or thereabouts......

I cannot believe the Mayor or Kaddy hasn't spoken to the explanation "not the best practices" instead of crimes. This explanation doesn't even deserve to be paid for, If I was the Mayor I would tell Donovan "to beat feet" out of here!

Yep, I agree. Tasca is on record ADMITTING to keeping his "off the record ledger" containing comp time owed to him from 8 years prior. And, he conventiently used this mysterious comp time to avoid dipping into the 2000 hours of vacation time that he has on the books. When Donovan mentioned that it was "not the best practice" he couldn't have possibly softened things any more. He should get the award for the understatement of the year. Of course, the public should remember that 99 times out of 100, the cops retire with a big payout on remaining vacation time.(like Tasca's 2000 hours) So, Al Donovan is going to be making damn well sure that he doesn't upset status quo for the cops.

As I pointed out; I have some real concerns regarding Donovan. The cops have a long established track record of making it appear that they are properly investigating things; when in fact what they are actually doing is choosing their wording very carefully to make sure that the cops never actually get charged with anything. Donovan is heading up the investigation that took place in Dracut Mass regarding the stolen $80,000.00 worth of marijuana from the police evidence room. As of yet; he has not made any statement about this case and no one has been charged with anything. He committed to a deadline of December 2009 for a public statement on his investigation, and he is still dragging his heals. So, in my book his credibility is questionable.

And, I'll say it again: Al Donovan is not an impartial third party. He is a career cop who is investigating other career cops. The idea of performing an investigation on the Fitchburg PD was a good one. But, paying Al Donovan $5000.00 to perform the investigation seems like a farce to me. It just boils down to cops (or ex cops) investigating cops. And, we all know that doesn't work!

Donovan, couldn't you have at least wrapped up your last investigation before you moved on to this one? At least then we would all have an idea if you are capable of properly addressing police wrongdoing or not!

Pension or prison - that is the ONLY unanswered question. Maybe the self appointed, self anointed mediator Kaddy will honor us with his pearls of wisdom.
