I say grass roots can take care of the problem. The business owners can be a first hand witness to lodge a complaint. I saw a family member drop a nasty girl, with pink sweats and total gnarly hurt all over her, off near the upper common. He knew I saw him. I went to her and offered her $10 for some info. She spilled her guts on everything. She probably got more from me than she did from him but i figured apparently she needed the money. He was trying to set up an every Thursday type of thing. Disgusting, the whole deal is difficult to deal with, but well worth the effort if you are not the only one really interested in shaking up the neighborhood.
