Fitchburg mayoral candidates face off in forum

FITCHBURG -- The three candidates for mayor presented their campaign platforms and answered questions from the audience in a forum at Fitchburg State University Monday night.
The event was organized by the Twin City Tea Party of Fitchburg and Leominster. In some cases, instead of being asked questions, Kevin Lynch, Joseph Solomito and Lisa Wong patiently endured criticisms from audience members and still other questions were softballs lobbed at candidates by supporters.
Two of the three mayoral candidates will advance past the Sept. 27 preliminary election to the election on Nov. 8. The last day to register to vote in the preliminary election is Sept. 7.
Lynch spoke first and said his first priority is to renegotiate the police union contract to allow more police to be on patrol.
During the question-and-answer section, City Councilor Tom Conry Jr. challenged Lynch on how he would legally do that. Lynch responded by saying he believes the city is at risk if the few available police are tied up during an emergency,
Lynch said that on Friday nights the city only has three to four police cruisers on patrol -- a fact challenged by Solomito and Conry.
From the audience, Fitchburg Police Chief Robert DeMoura said the number of cruisers on a Friday night is around five or six.
Lynch also said the city has a "good ol' boy network" that holds the city back and gave a blanket endorsement for new candidates. He said elected officials "rubber

stamp" issues and aren't doing their jobs of encouraging job creation in Fitchburg.
Several audience members criticized Lynch after the forum ended for keeping his hat on during the Pledge of Allegiance.
Solomito said his goal if elected is to "restore the quality of life" in Fitchburg. He devoted his opening speech to criticisms of Wong's administration and policies, such as the slow progress in hiring civilian dispatchers to free up police officers to patrol the city instead of answering emergency calls, the shut off street lights, the conditions of the roads and the towing contract the city has with Carstar Collision Center.
Solomito endorsed an affirmative action-like program to give city government hiring preference to graduates of Fitchburg State University if all other credentials are equal. Sally Cragin, a school committee member, challenged the legality of this policy and Solomito, an attorney, said city solicitor Michael Ciota agrees the policy is legally allowed.
Solomito also said he opposes tax and fee increases, like the sewer rates, water rates, trash fees and parking meters on Main Street.

Wong, who is finishing up her second two-year term in office, said when she became mayor, the city's bond rating was just above junk bonds, and has gone up every year since she took office. She said this may not sound like much, but the higher bond rating has saved the city six figures each year in interest rates.
She said when she took office, schools were crumbling, projects had piled up and yearly state money was reduced from $7 million to $1.8 million, but she was able to keep the city running.
"I made it a priority to fix those schools, even during an economic downturn," said Wong.
She said health care for city employees was another big issue, and she managed to cut $1.7 million off "by working with the unions and not against them."
A supporter asked Wong to address rumors that she does not living in Fitchburg. Wong said the rumors are false and she has a 30-year mortgage on her home on Fitch Hill Avenue. She said she believes the rumor comes from people who want to criticize her, but can't find anything of substance.
She defended the tax and fee increases that Solomito criticized, as well as the debt exclusion for road work, as having the long-term success of Fitchburg in mind.
"If we can't keep our fiscal house in order, how can we expect businesses to?" she said.
Before the forum began, Lynch said he asked his family and friends not to attend the forum because of a death threat he received on the Internet. He contacted the police department and Fitchburg State University about the alleged threat.
An Aug. 21 post on Topix.com from "fat chance" replied to a post by Lynch and contained the line "someone needs to put a bullet in your head." Lynch replied in the thread the next day, but did not respond to the remark.
DeMoura said Lynch has been making a steady series of claims of being threatened for the four years since he's been with the Fitchburg Police Department, and the threats are not credible.
"There's only so many times you can cry wolf," said DeMoura. He said Lynch's frequent claims of being threatened have become a form of harassment against the police department

What I find interesting is the same city council that voted to terminate the contract for civilian dispatchers is the same council looking at bringing them back. If I'm not mistaken, the city had to pay for the improper cancelling of the contract for those dispatchers and now they are trying to bring them back?

The entire city council needs to be replaced! Two of the city councillors that are not seeking re-election saves us from having to give them the boot. Goodbye and good luck...lets make sure the rest of them see the door too!

At that time they terminated the dispatchers it was in the police contract that the dispatchers would be laid off first before any police officer would be.

The dispatcher contract was admended to include this wording because the original dispatcher contract was in conflict with the police contract.

New civilian dispatchers have already been hired but most of them have already quit because the job is too demanding.

Remember both police and fire dispatch is also utilized as a light duty assignment for the injured employees. This is better than having the employee sit at home on the injured list and the city paying out overtime to replace them.

OK....ok....I am following you...but, if that IS the case; then why the hell isn't Joel Kaddy answering phones on the 911 line? Kaddy apparently went out on disability about 8 years ago (or so). He is apparently perfectly capable of running his two poorly named businesses; so why the hell can't he be forced back to work answering phones? At least he would be doing SOMETHING towards justifying the fact that he is still on the FPD headcount.

How the hell can Kaddy look at himself in the mirror each day? The FPD cries over and over again that they are understaffed; meanwhile Kaddy gets a free paycheck!

Retirement 101:

The Feds, State and City do not offer a disability option.

An employee is working or is retired.

The city has a mandatory policy that an injured employee must report to "Take Charge" occupational health services at Leominster Hospital every week for check-ups and therapy.

An employee can retire early on a medical retirement. The city can also has the option of forcing the employee to retire on medical. These conditions are called "going out on medical".

This is NOT what any employee wants because the employee will not receive a full pension and their spouse or family will not receive any retirement benefits when they die as compared to an employee whom retires with a full pension.

An employee can perform light duty in dispatch ONLY until they recover from their injury. If the employee cannot never return to his position at full capacity they may have the option of working full time in dispatch for the rest of their career IF there is an open and available position in dispatch. Most dispatch positions are already filled by injured employees or employees whom have bidded the job as a permanent position. Obviously the department cannot have 10 full time dispatchers on each shift because of injuries.

Kaddy in dispatch would have defeated the purpose of hiring lower payed civilian dispatchers. He was a senior employee at the highest payscale. His regular position would always have to be filled by overtime in leave of his absence because his job does not just go away. If 10 cops were in dispatch or desk jobs on light duty, whom will be patrolling our streets? Overtime. Why?

Because the city maintains a list of the maximum number of employees each department can have on their payroll in order to balance the budget. The department could not hire a new employee to replace him if he was still on the payroll.

To receive a medical retirement the injury must be job related and this must be approved and signed off by numerous doctors. The employee must present themselves and appear in front of a medical board for a hearing in Boston.

The city will only allow an employee 6-12 months on injury. The employee must make a decision if he will retire or take a light duty job if available.

Cops and firefighters are covered under the Heart, Lung and Cancer bill. If they can prove they have any of these illnesses they could receive a medical retirement. Employees sign a form upon hiring that they will not smoke or use tobacco or else they cannot receive a medical retirement under the bill.

WASHINGTON - Rep. Solomon Ortiz, D-Texas, never completed a college degree, but he holds the same rank as other formally educated members of Congress.
The only credential that mattered was winning the election.
"They put their pants on the same way I put my pants on," said Ortiz, who went from shining shoes as a young boy to representing the 27th District in South Texas.
The 14-term representative is included in the 5 percent of members of Congress serving without a college degree, which is not required by the Constitution, but is often assumed.

Where did you get all of this information? I am not doubting that you are right, however, if I'm going to truly be an informed voter I'd like to see the hard evidence against Mr.Lynch.
