Name one business entity, public or private, where an employee keeps track of "time owed" in his/her mind only with no records, tracking or substantiating time sheets or reports.
If he wasn't stealing he must have been about the worst manager in history. If his superiors in the past let him work that angle, they were also equally deficient.
Either way, its a window into a mismanaged operation and this is the first step to fixing it.
It's your tax money.
I can see you havn't been around; there are a few corporations that do not keep track of comp time and no there is no record of it. I won't mention names but trust me i work for one of those corporations ! this is i still state a power play on wong's part, and if it is something they have always done then why would just tasca be wrong. They should have kept this internal not public and wong should be ashamed of herself for taking it as far as she did. A suspension without pay for him to make it up at the very least; and have a meeting with everyone; explaining guidelines so that all understand would have been the professional way to handle this situation..........not the princess and her power.

Not that I'm trying to side here, but Mr Donovan shouldn't have done this investigation considering it has the looks of a conflict of interest. If there was a practice which Cronin ended where is the proof of the said practice and the end date? Was he able to name specific people who entered said time in the system? This whole thing appears to be a he said she said, not one mention of documentation of this policy providing details for where the time was to be kept and no documentation of when Cronin stopped the policy. Oh we can't forget about the witness who was there for the conversation between Tasca and DeMoura she was never interviewed. At best Donovan did elementary school level investigating on this quest. DeMoura perhaps you can cut him a check from your account.
Demoura is in with Wong; and i feel the same stop using our city's money to play games and grease the palm of a buddy ! most definitely a conflict of interest. Demoura and Wong should both be disciplined.

One thing is that Tasca told on himself and others. There was no need to ask the secretary if she was there. Louney and Tascas story was quite different.

I think everyone agrees about Donovan. He wasn't the guy to bring in to investigate. He retire 2 days before he investigated. There was definately a conflict of interest. I know the mayor asked her staff to hire someone; I don't know if Demoura asked for this Chief? Someone would need to ask him directly!

The FBI would put all these guys under direct questions and they would face serious time for lying!

It should be public knowledge to find out how much time Cronin,Gallant and Kearns had accrued as well as Louney and all others. Who has the password???

Tasca doesn't have a leg to stand on! Cronin stated "not me!" Kearns was like "not me"! Well I guess Tasca you are kicked to the curb by your own buddies!
I thought there was a list of issues investigated? I wouldn't pay Donovan any more than $5,000. He interviewed two people??
I would begin with The Kearns chiefdom and comb the books! Why does Tasca have access to the books?? Who else has access?? It sounds like an extremely sloppy system, unless someone gave him the password!
Tasca stated that "the entire administration has been taking this time for years! I still think there is some truth to what he states.
He seems to be honest about all of his criminal activity; you have to believe him when he stated they have all done it for years! I think Cronin is covering everyone that was employed during his tenure!
It is time to cover up the crime! Again Tasca you will be going to jail unless you have the goods on cronin, kearns and others!!
Tomorrow these guys will be like "Tasca who? Oh yea he worked for the PD, I think I remember him?"
Tasca, I wouldn't count on these guys to visit you or to put money in your prison account!
Tasca and Cronin were NOT buddies, Tasca and Louney took credit and were proud of the fact that they drove Cronin out.

They also predicted with glee that they would do the same to DeMoura and any who follwed them. We've seen how that turned out.

The FFD and the DPW are two! Check the "brass" accrued comp time. They stated that the treasuer stole over $42,000. It could of been a case of blame the dead guy! Cronin and Kearns leaded this investigation!

If they are still using paper time sheets filled out by the employee, combined with the friends taking care of friends system, you may be right. That type of system is always wide open for abuse.

Do any of you really believe that there are FBI agents, waiting in the wings to come to crapburg and investigate a misuse of hours?

I think what Wong and DeMoura are attempting to cover up is the fact that Demoura promoted one of his "pawns" to deputy chief from a lower grade than the captians and now he figured that the officers and the union are going to the civil service board. I think DeMoura's thinking is if he gets rid of all his brass then the civil service can't come back and bite in in the *%#. Just my thought.Nice way to treat a guy that gave the city 42 years of service.

After reading all of the articles on this, and
reading all of the commentary on those, I can
honestly say I'm completely at a loss as to how
any of this, and all of it, can be remotely
construed as 'okay', business as usual. A man
admitted to wrong doing, now is in the process
(according to his Lawyer) of appeal through the
Civil Service Commission. I guess 'sure I broke
some laws, betrayed the public trust, violated my
oath' all gets erased if the Civil Service Board/
Commission finds in his favor??????
Someone hired someone to do an investigation,
which, in all fairness, turned up something which
led to admission of wrong-doing. Have I missed
something as to how who the Mayor may, or may not,
be dating, how many teens are getting pregnant,
who may, or may not, have been seeing Mark Louney
has any bearing on the misuse of Comp Time???
Confused at best

You have no guts!! You just moved here; you went on FATV and sounded like a pencil neck self righteous, I love government and their control. Protect me oh Uniformed one from those who use to throw eggs at me! Take care of your fellow abused teenager; Don't let them pick on me no more. Please! From the sounds of Emily Devlins article; the others have dummied up! I wish Emily would print what she quoted Tasca as stating when he found out comp was the issue! They took the article offline!

If all that is going to be done is a Tasca firing then the Mayor needs to step down! Tasca plainly stated that everyone in the administration did this for years! There is much more to uncover! I have a feeling cronin,Kearns,Louney, bergeron and possibly Demoura is guilty of this fraud! They stated that Demoura admitted to it during the hearing; Is that a rumor or fact?? Who knows!

I have tried to recieve a copy of the letter but the newspaper will not send it! Emily Devlin opened this case and she doesn't question Tasca over his statement that he said in the beginning and so they rest have covered it up!

How about you go spend the $.50 and buy the paper. Then you can read the article any time you want. It's not the papers responsibility to send you a copy of the article. It is their responsibility to sell you a copy of it. Maybe I was'nt so far off when I thought you were a 3 year old left in front of the keyboard.

I just bought the paper for 75 cents. I requested a copy of the letters that they obtained. My opinion is you think they would print the entire letter not just exerpts. Is this Mac?
