O'Halloran running for Fitchburg City Council 'to speak for the people'

Oct 16, 2013 | Posted by: roboblogger | Full story: Sentinel & Enterprise

Patrick O'Halloran says he's running again to represent Ward 2 on the City Council because he feels little has changed for the better in the city since his last bid for the seat two years ago.

Pasta party sounds great. Word on the street is there is another candidate throwing a party in his moms basement across town. Everyone gets one potatoe chip and it's a BYOW (Bring your own water) because his mom can't afford the water bill.

Certainly! You claim a "voice for common sense" is necessary and you have the required perspective and voice. Okay, a few questions to "dispute" your claim--
1. If, as you claim, more cops must be hired to address an incremental increase in crime, please identify any recognized and widely accepted unbiased study that proves conclusively the hiring of more cops leads to an immediate and measurable decrease in the crime rate.
2. If, as you contend, "the city has to live within its means" and that "taxes have increased," please identify where you propose to obtain the funds to compensate, train and equip these new hires. You have three potential sources: First, raise taxes; Second, transfer the funds from other cash-strapped municipal departments; Third, cut existing municipal spending across the board to pay for the additional cops.
3. You are running for Councilor in Ward 2, which is a ward with colossal problems with vacant derelict housing, slums that should be demolished, a feeling of estrangement and animosity dividing the Hispanic residents from the long-time white/Anglo residents. Yet, you have nothing to say about those pressing problems in Ward 2. How come?
4. Please be specific in identifying which municipal services you believe "are decreasing" and explain your proposal to reverse the trend including how the restored services will be paid for and who will pay.
Let's hear from you on those 4 softballs. Fret not, the remaining 57 questions I have ready for you only get easier.
BTW, best of luck in November.
1)Additional police on second and third shift on the weekend will decrease crime as the FPD will be able to address all 911 calls.

2)Hire of new police on second and third shift only. Every year the city buys back unused days off. We renegotiate the FPD contract scaling back those number of days and apply it to new hires.

3)We need to build a community. Citizens need to be able to put aside their bias and get along. Funds such as CDBG are suppose to be utilized to address these issues but instead they are being misused for OT for the FPD and the FFD. We need to be direct as enough pay increases and enough OT cost which are out of control.

4)I would propose for such departments as the school and DPW to make a list of needed services. We take this list and Co-op with the state in a transition program involving food stamp recipients. Hire $10 an hr for these services and subtract that amount from the food stamp allowance.

Message to Mr. Halloran; don't bother with this meatheads out here because you can give them detailed answers but once you touch on the FPD or the FPD concerning OT ect they come out of the wood work. The city compensates these employees of these departments very well!! If they have gripes then they can apply in other cities for employment.

I'm not finished yet. I also believe we should drive all people who are ex cons convicted of a felon out of the city! We need a fresh start.

1.) Actually the day shift is the most busiest for public safety.

2.) All the taxpayers voted to cut personnel from the FPD and FFD so now you want to hire them?

3.) CDBG money does not go to overtime.

4.) Where is all this OT?

5.) Welfare people are not going to work to have their pay subtracted from their food stamp allowance. What are you stupid or something? That would defeat the purpose of being on welfare dumb ass.

taking a quick look at the FFD budget items.

Holiday pay equals $350,000 divided by 74 =$4,700 per firefighter.
If there are 12 paid holidays @$392.00 per holiday pay ?

Pager cost is $78,091 =$1,054 per firefighter.
This equates to roughly $88 per month.

Incentives =$669,000 =$9,000 per firefighter.

CDBG funding HAS gone towards OT. OT is approxiamately $500,000.

Do you know that the city paid $60,000 to buy back unused FFD sick time????

This could be an additional Firefighter. The Chiefs salary is $144,000. If we make this $90,000 then we could hire another Firefighter with the $54,000 difference.

So, let me ask. What does this pager cost cover at $79,000 ? What is this cost?

This $79,000 could pay for another Firefighter. FFD Incentives cost $669,000 per year.

Holiday pay equals $350,000 which equals 12 holidays per firefighter @$380 paid per holiday to each Firefighter?

The city can save $281,000 by cutting paid holidays back to 2 a year.

We could take this $281,000 and hire 6 new police officers!

You are correct when you stated in your previous post about a "DEBATE".
You have the chance Tomorrow night, I offered you a ride and you dismissed that.
EVERYONE will have the chance to ask me questions!
One QUESTION for you, who am I running against and what is his platform?
Mr. O'Halloran,

The questions posed here were valid questions coming from a potential voter. You chose not to answer these questions, and know that other voters in Ward 2 are watching this forum as well. You also answered the question with a question regrading your opponent...well, I may not know much about your opponent right now, but I do know something about you...you didn't take the time to respond to a voter that asked valid questions...you've lost my vote as well as the vote of 2 other voters in Ward 2 for that reason.

Ward 2 had a useless councilor in Norman Boisvert and we won't willingly replace him with another. You should have considered that more than one person had interest in your answers and we're not all interested in going to eat spaghetti to hear your controlled speeches.

Now concerning the FPD the city pays $20,414.00 per officer (72) in benefits and stipends. This is 1.5 Million dollars.

This does not include the $500,000 average paid to OT.

So on average each FPD member receives $8,000 per year in OT. Throughout the city besides the FFD there are no other OT payments besides one at $2,000 and one at $2,400.

How many paid holidays does a city hall worker receive per year?

I feel that we must begin to address benefit, stipend and OT spending within both the FFD and the FPD.

This will be true budgeting.

Mr. Lynch,

If our law enforcement officers are earning only $ 20,000 per year in salary, that is too low for people that could potentially be walking into an armed situation. If that is the case, and I don't believe you, it is no wonder they will not stop a gang-banger or other armed individual walking the streets.

Noone should be paid so little to be putting their life on the line.

I will repeat again...I don't believe you, and I believe they earn a better salary than that.

Hey O'Halloran, you've had adequate time to respond. Thank you is for showing the voters of Fitchburg that your are yet another empty suit with not clue as to what you're doing. At the very least you've proven that a vote for you is a wasted vote. Standing at an intersection with a campaign sign is so much more important than answering direct and relevant questions.
You'll go down in the annals of Fitchburg along with the pizza shop guy, really Rachel, lynch and now O'Halloran. That's some mighty fine company you're keeping.
"6. Please identify any instance of criminal activity occurring during the last 10 years in Fitchburg where there is conclusive proof a crime would not have been committed if more cops were employed"

Does it even matter if the questions are un answerable? It can never be proven that something would not have happened if ANYTHING!

You ask loaded questions with no answer and them condem cause no answer comes.

We can see who the "clowns" are here.

The ones who would rather spew nonsense on a Topix Comment board (as if many citizens are here, they aren't!) and claim they are serious citizens, at the same time refuse to approach and discuss in a public meeting place, WHERE YOU HAVE TO SHOW YOURSELF!!!

It takes a few minutes to respond to the questions asked...it doesn't make the questions any less valid or important just because they are not asked in public.

If a politician decides they can't take a couple minutes to answer a few questions, why should a voter go waste a couple hours listening to that politician talk?

Thats part of the problem with our politicians, they aren't interested in actually dealing with voters concerns, they are only interested in being seen and heard in public.

This also tells me that my questions would go unanswered when contacting my councilor personally...is it expected that I go to a city council meeting to address the king?

I agree, at least we are on the same page. FPD members should be earning more than $8,000 per year in OT. Then they could concentrate their services towards the citizens of the community instead of working OT for private organizations that do not serve the citizens.

$20,000 per each officer to backfill and work OT is cheaper than hiring officers.

City Hall workers should receive OT on par with the other departments. They should get the more exclusive paid State holidays that state workers get.(Bunker Hill Day, etc.)

At least we agree on something.

Yes, I was there watching you get your ass handed to you Kevin. When you do the things you do to people, you should expect absolutely no empathy for anything you may be going through.

You're a perfect example of someone interested in being in the public eye, even if the attention is negative. It's really pathetic that you think the time people waste listening to your dumb ass ideas is funny. You're just a drain on any positive energy that exists.
