Putting another obstacle in front of development in an already depressed unattractive area will only stifle future development. Adding additional costs and "giving the city teeth" will only discourage reasonable developers who will look elsewhere for their investment. The city should be extending its hand toward developers and not be bitting down on their wallets.
Mr. DiNatali, stop targeting developers and give the "city some teeth" in protecting its own residents, businesses and developers from the "less than forthcoming" and "unreasonable" utility monopoly on this city. Only then will Fitchburg become an attractive investment for development.

Great job, what happened? Now every citizen in Fitchburg had to realize a 65% raise in water and sewer.
We should go back and analyze all these decisions.
