Fitchburg police chief says he's staying put

FITCHBURG -- Police Chief Robert DeMoura was spotted having lunch with outgoing Lowell Superintendent Kenneth Lavallee at the Owl Diner in Lowell last Wednesday.

The sighting fueled speculation that in addition to picking at his ham and eggs, DeMoura was also picking Lavallee's brain as he geared up for a run at the Lowell job.

The speculation, however, was way off, as DeMoura said on Friday he is happy in Fitchburg and has no plans to seek the Lowell job.

"The department is running well and crime is down," said DeMoura, 58.

DeMoura is a former Lowell deputy superintendent who worked in the city for 24 years before being hired in Fitchburg in 2008.

While a move to the larger Lowell could be viewed as an upward career move for DeMoura, it would not necessarily come with a large pay raise. DeMoura will earn $147,737 this year, while Lavallee earns a little more than $149,000.

Fitchburg employs 71 police officers and 19 civilian employees. Lowell, in comparison, employs 231 police officers and 98 civilian employees.

The career-driven DeMoura has had his eye on jobs outside of Fitchburg.

In 2010, he emerged as a finalist to become police chief in Somerville. DeMoura withdrew his name after Fitchburg Mayor Lisa Wong offered him a new, three-year contract that included a healthy salary increase.

With the news on DeMoura, and with newly appointed interim superintendent Deborah Friedl saying she will not be a candidate for the permanent position, the perceived front-runner appears to be Deputy Superintendent Arthur Ryan, Jr., whose father was also a Lowell police officer.

But Ryan will have some strong in-house competition from likely candidates Raymond "Kelly" Richardson, William Taylor, Thomas Kennedy, Jonathan Webb and Kevin Sullivan, all high-profile captains.

Lavallee works his last day Friday, and then heads off into the private sector. He hasn't said where he's going to work, but most insiders believe Lavallee will work a high-profile local security job.

Fitchburg only has 71 officers? I hope that any new hires are done for second and third shift.

Lavallee is leaving at $149,000. Starting salary must be lower than that.

Another thing, crime I don't believe is down in Fitchburg. Many businesses have closed down so I guess robberies could be down. This is obvious as the same stores seem to be getting robbed numerous times.

Drugs, gangs and guns are on the increase which will show its ugly face in the better weather.

I would sure as hell love to know the other facts that go along with Demoura's pay and bennies; such as exactly how much personal time and vacation time he is earning annually. And, how much vacation time he has accrued, as he waits for the big cash out at the end of his lackluster carreer here in Fitchburg.

And, it is amazing to read that "crime is down". The City sure as hell appears to be overun with gangsters; wanna be gangsters and drug dealers. Yet, it is not very often that we read of any substantial drug arrests taking place. Once in a while a low level scumbag in possession of very low amounyts of drugs gets busted.

Recently, we read about a man getting busted in Fitchburg for possessing roughly $50k worth of marijuana; but in the grand scheme of things, marijuana is not a dangerous drug. Besides that, we all know that not very long ago, members of the Dracut PD got away scott free for stealing 80k worth of marijuana from their own evidence room. Needless to say, the stolen drugs were put right back on the streets; making members of the Dracut PD bigger drug dealers than the man in Fitchburg who was caught with the $50k worth of pot. And, besides all of that; the story that was published on the $50k pot bust in Fitchburg made no mention of the FPD anyway.

From where I am sitting,$147k a year in salary; plus a VERY GENEROUS amount of annual paid time off; plus a VERY GENEROUS retirement package is one hell of a sweet deal for a man that has laid pretty low when it comes to stepping up to the gangs and the open drug dealing that takes place in Fitchburg. Demoura must have stars in his eyes if he thinks that there is even a sweeter deal somewhere else!

Gee wizz, the FPD hasn't even solved the big mystery of who broke into the police station! Needless to say, who ever pulled off this heist was not overly concerned about Demoura or the FPD.....

This is what I don't understand. Darn states some facts and certain people get unraveled.

Fitchburg is over run by gangs. To be honest, I never seen it this bad.

Drugs is widespread. I am not exaggerating when I state that there are needles, tin foil and brillo pad scraps everywhere.

For people who do not know needles are used to shoot heroin and/or cocaine. The tin foil has the "chasing the dragon" imprint was in the smoking of heroin. And scrap brillo signifies crack smoking.

There is an epidemic rise in domestic violence. Robberies are on the rise.

The Chief keeps stating that crime is down, it has gotten so bad that even the police station was robbed.

Thank you God that the state police are deep in Fitchburg.

I never see detectives nor patrolmen on foot. I don't ever see anyone on foot but for drug addicts actually.

In each ward there is a few residents that walk. Our politicians and our police should be out on foot as well.

I do have to admit that Demoura has done a better job than previous Chiefs of police. The department is better managed.

I encourage more citizens to continue to get involved.
