The second in command should be an appointed job not a civil service job. The chief, any chief needs someone he can trust to both confide in and to carry out his policies and philosophy. As chief's change so should the possibility of the deputy change. Who ever get's the position should also retain the right to fall back on the position they were promoted from unless of course they are removed for any reason any officer would have to face. Given the negativity from this department when the present chief was hired I would be willing to bet he has a hard time figuring out who he can trust.

What starts off as an article about a promotion turns into a dirt throwing seminar and IF you really do have all this information you should take it to the news stations who would love a good drama story !
