This increase will have further negative affects to the city f Fitchburg as these will have even less of a disposable income to spend within Fitchburg.

I think that the tuition increase is for the installation of additional Blue Lights, uplinking them to AEFH-2 satellite and integrating the information into the NSA'a ECHELON system. That way, Henry Kissinger can control the dissemination of your voice, video, phone and email to the good old boys. Expensive, but worth it as long as it keeps an eye on you.
