I have a grandson who has an iep which the school has failed to follow.So when u say these children are catered to obviously u have no idea of the of what is really not being done for these children nor do you have the intelligience or empathy for a child with a disability. Just because you can't see it does not mean it is not there nor is it the child,s or the parent's fault.
