A provisional license is not a bad idea. At least the State gets a fee and also lessens the chance of a high speed pursuit.

i don't see why other think its so wrong that illegal immigrants get a licence...by getting it they'll be even more careful, because they won't want to loose the privilege of having their license...There are other persons...like americans or other european/asion ethnicities that drink and drive, so its not bad that an ilegal immigrant who will probably be more careful than others gets a license

im not sure if you know but you can register a car and drive with a foreinger lic and for what i care dont give me any thing any time i get pull over i pay 100$ and go back in the road .
