Yes, get them all out. Mismanagement is mismanagement however you look at it. They are thieves. Increasing rates is Not going to help increase the quality of life in this town. Residents will/are leaving in droves because they can't pay there utility bills. This exodus equals losses in more ways than just water. Get them out! Save the town.

They should also have ten tier system of many rates and the homes the least paying the rate.
