So Levy is going to stall appropriating money for a new pipe until the current compromised pipe fails. What is his problem?
I guess he wants Great South Bay to be filled with a thousand flushes.

That southwest sewer district has been a dog and pony show since the day it started.

This is more of the delay and stall tactics that Steve Levy has incorporated all along to show the taxpayer that he is a good steward of their money. He is gambling and hoping that the spending of the money for the tunnel will occur on someone else's watch and that he will not be responsible. He is running the county into the ground by not spending what is necessary to keep the county running efficiently. If the pipe should fail before the tunnel is done, he will find somebody else to blame. He is buying no vehicles, replacing no people who leave county employment, all in the name of his polictical future. He really does not care about the long term consequences for Suffolk County.
